The Zagara patch notes weren’t accurate. She gets 1.5 (+.3125 per level) while on creep, which is a buff in scaling. I’m not sure what it was before, but the patch notes showing 1.5 is wrong.
There also seemed to be a little confusion on the show about just the 1.5 portion. (Why would it be 1.5 when she already has 1.5?) The creep regen is on top of her natural regen. She gets natural regen at all times like every character with no indication. On top of that she gets the creep regen which shows up as a green number like a heal.
I did some testing. At level 1 her regen is 1.5 off creep, 3 on creep, and 6 on creep if she takes reconstitution. At level 15 she was getting 24 / second: 6 natural + 18 from creep + reconstitution.
So it’s a buff to scaling, especially with reconstitution. It’s especially noticeable in the early game when you’re often playing away from supports and don’t have Incubation yet.
